Spats
Nobody in the world wears spats except for marching bands. They cannot be purchased in most stores because there is no demand for them. Spats do not serve a purpose.
By and large, spats are not something to be overly worried about. They do, however, prevent small rocks from falling into your shoes while you are wearing them. Rocks in your shoes - not fun. So if you're worried about rocks in your shoes, maybe you should also worry about the lack of availability of spats.
